raid instance (1 Viewer)

what is the minimum level to get a raid instance ?
tried with 1 level 71, 4 level 70 and 1 level 51 and couldn't get it.

Depends on the instance....most require at minimum 2 groups.

then how does a raid group get formed for the camian exploit?

one group, average level 68, read first line on link. with lvl 70 as cap you would ever be able to get a lvl 51 in there. get 5 lvl 72's and the 51 and you can get it.
