I would ask you to post the content of your kissassist_[toonname].ini to confirm, but i'm fairly certain razkle hit the nail on the head... GroupWatch needed to be activated...
If you only care about the healers being full on mana.. have the GroupWatch=2 setting made... if you want to have PullerTank only pull if ALL in group are full mana / endurance then GroupWatch=1 ..

Considering problem resolved due to user not having config set properly for GroupWatch.
