My shaman are to lazy and only heal sometimes. Not even engaged in combat.

Anyone have a clue about why?

I think you're trying to run debuffall options without the |debuffall tag in these lines:

DPS1=Malosini|99|malo|always
DPS2=NULL
DPS3=Plague of Insects|93|slow|always
DPS4=Cripple|92|crip|always

|always is the ultra-strong, "Drop everything! New mob in camp and handle this DPS line now!" I'd probably skip |always especially if the shaman is your main healer.

Debuffall actually has two default strengths based on DebuffAllOn=. You have it set to 1, which I'd leave it at. But if you want the shammy to focus more on debuffs, try =2. If that still isn't enough, then try the |always tag again. I personally have never used always, just upgraded to =2 for a few situations where I wanted mobs debuffed faster. I run =1 in all my guys and am happy with it.

Try these replacement lines, I'm bumping up the health percent too in case you have a Named that isn't going down in health quick:

Second, I'm not sure you can use Class specifiers in DPS. You can in Buffs. Does this line work? "DPS5=Spirit of the Jaguar|91|CLASS|WAR,BER"

You could run "DPS5=Spirit of the Jaguar|91|MA" to hit the Main Assist at least. And then maybe setup Buffs to hit zerks in downtime, even though it's a short term buff.
