Problem - KA12 Mage - I cannot seem to get a PetToys2 to load at all, not even the spell

I cannot get KA12 to load up some focus items, so I have to do it manually. Not sure what is happening, there is no error that i see. After my mage hands over two shortswords, she un-memorizes Grant Yalrek's Armaments, loads up a Nuke, and stands ready for battle. There is no attempt to load "Grant Crystasia's Heirlooms". I have the spell, so that is not the issue.... help, I'm stumped.
