Chain pulling has more to do with your group setup and where you are pulling. There are a few threads that go into a lot of detail for setting up chain pulling and what to expect from your puller. Most people don't understand the code that went into chain pulling and why the puller does what they do and when they do what they do.
Most people don't understand why the puller keeps DPSing the mob in camp when they think the puller should be pulling. There is a reason for it, just do a search on chain pulling.
