I got Shared Merciless Ferocity| set up in DPS line and I have a Cond on it but it still casting anyone see why it would keep doing it?

I just keep my bstieboi using his in his buff section with no condition, I don't *believe* i have any issues keeping it up - i'll pay attention tonight and get back here (if i get some play time)
 
Move your cond1 that's in [DPS] down to the [KConditions] section to replace the cond1=TRUE, in addition to the mob health % Sic mentioned.

Since you moved it up to DPS, KA didn't see it and made a new default cond1 (last one in KCond now) that is set to TRUE. So it reads the condition check as "TRUE" and will keep casting the buff.

Like Sic, I just run it in buffs, but this will let you check it in-combat too.
