Getting a raid without minimum of 18 toons?

As the tile says, I've been wondering if anyone knows of a way to get a raid (like TSS type) without the minimum number of toons (18 I believe)?

Any help appreciated. Been awhile since I been on EQ and trying to get back on top of stuff.
