Yes, need a memblur'd mob within radius.
@ctaylor22 any idea why some of my AE section group buffs are prevented from firing by nearby non-aggro'd mobs. Like if some mobs get memblurred during mez, certain group buffs won't fire from the AE trigger. I get the KA MQ2 window warning about:
AE -> Casting X would aggro more ....​

I see it on Warrior Imperator's Command and Bard's Spire of the Minstrel. Both are just group buffs, 600 radius, no mob debuff/atk parts. I know these AE were changed during the recent "combine similar aa" update a few months back. Are they flagged somehow as mob aggro ones?
 
Also druid AA AoE heal does this 2 with no mobs in aggro range of 200. Havent been able to fix it myself so far. Spirit of Wood. Would like to add that i dont have a enc in group and no memblur on mobs.

Line i think is causing the issue is.

@eqtrader74 I think the AE routine considers all entries as aggro entries. I don't think there are any checks in the AE routine to check if the action will aggro mobs or not. By default the AE routine considers any entry as an aggro entry
