First to XX level gets some stuff

I've got some stuff in the guild bank and I'm going to be adding more.

Rewards will go to the first person to 60, then the second person to 65, then the third person to 70. That way, one person power levelling to 70 won't get all items. Depending on what stuff I have, I might add more stuff for a second round of prizes for reaching levels and/or aa's.
