i use the retort line in the dps section (like you!) w/ a MA tag like so:

this ensures that i'm getting the reverse damage shield on as many mobs as possible instead of just using retort as a self heal proc buff. but, using the dps section is going to cause your cle to target between your heal targets and the mob. this can be a bit disconcerting (unless you just don't watch it!) if you have OCD w/ your cleric switching targets all the time. there was an old ini that had all abilities in the heal section w/ some clever conditionals, but my googlefu failed me and i couldn't find it.
sic's cle ini only has 1 dps entry and he has that section off, but you can check his heal section to see how he uses a lot of things in the heal section that others use in the dps section. i'm not advocating for one way or the other, just pointing out resources for you to look at to get ideas from.
as @Allurex said, KA will start with the first entry in your dps section. your DPSOn value is something you should examine if you really want your toons to behave exactly as you want. the
wiki will walk you through it. super basic bitch mode for an enchanter to tash/slow could resemble as something as simple as:

because tash and slow are debuffs, you might want to check the
wiki for info on debuffall tags. these give your more options for how you apply your debuffs. now your basic bitch ini has a bit more going on, and could look something like:

DPS1=Tash_Spell|100|debuffall|tash|always
DPS2=Slow_Spell|100|debuffall|slow|always
the debuffall tag, and the DebuffAllOn setting, can force your enc to cast slow until slow lands. you should know that the slow tag takes slow procs from tank belts into consideration, so you might see your enc skipping slow if that has landed and you're using a debuffall tag. the first basic bitch code block will always cast slow. eventually, if you want to start using conditions to check for slows (cause, you know, basic bitch mode will only satisfy you for so long), you can check for the name of a specific slow or you go
next level and check slow percentage. that's probably getting ahead of what you were actually asking, but you know, food for thought.
