I think it is because the buff is landing on the MA, and not you, the toon using the item to buff...

I would suggest changing line Buff13 to this and see if it works:
Buffs13=Earring of Blazing Energy|MA

Thinking about this further, to ensure it didnt just spam buff this over and over each time it hits a buff cycle, you could add a condition to check first.. your condition would look like this:

Buffs13=Earring of Blazing Energy|MA
BuffsCond13=!${Target.Buff[Feedback].ID}

that way when it goes to use that earring on the MA, its going to check first to see if MA has 'Feedback' buff on him..

I tried this:

and this:

and both do click the earring but it spams it. I don't think it is checking the conditions.
 
you have conditions=1 on in your toon's kiss ini? As well as in the conditions ini file that section has BuffsCOn=1 as well?
 
I am not using any conditions, just casting it like any other buff.

what you need to do though, is enable conditions in kissassist, and this will do condition checks when it does buffs, which will prevent it from spam buffing it.. it will re-buff only based on the condition (!${Target.Buff[Feedback].ID}) being present.. that will allow it to do it the way you want..

to enable conditions, open your toon's kiss ini file, look for the line (in the upper section of the ini) that says "ConditionsOn=0" and change that 0 to a 1.

then run kiss, and let it do its startup (5-10sec), then end kiss (/endmac)

This will now have created a toonname_conditions.ini file. You will now plug that condition line into the line that buff is, in your case Buffs13 by your example.

You also want to change in the conditions ini file, in the Buffs section, BuffsCOn=0 change the 0 to a 1.

Save, then start kiss up.. it should now only buff that on your MA when his Feedback buff is down..

This worked, putting in the conditions and turning them on. I wonder why the dual command doesn't work.

Dual does work, but its primarily made for self buff spells.. ive found when you are targeting others for those, it gets funny.. but the conditions allows you to control the 'when' of the buffing...
