Question - Beastlord Paragon of Spirit not working right

I currently have Buff1=Paragon of Spirit|Mana|60 and it only fires at 60 for the beastlord. Anyone know how to change this so it will cast Paragon of Spirit at any point below 60 also. The beasty will be at 40 percent mana with paragon up and will not cast it with this coding.
