Unmaintained Sustained ToV Bard Full Conditions with various useful clickies(Max AAs, Autospend Enabled)

re-organized the dps and condition sections

tweaked some conditions to be more accurate
added the use of mod rods during combat.
turned off debuffall as it was causing the bard to stop attacking with 2 or more mobs in camp

turns out the issue with Selo`s drums of the march was the difference between a ' and a `

so thats fixed now.
