Question - TLPs and account Transfers

I know on live we can do characters from 1 account to another but can you do it on TLP as well?

when did they bring back account to account transfers? thought this was still not happening

Before I took a break I know you could do it unless they changed it to where you're not allowed again

Account to account transfers are currently not working. But when they were working you could transfer characters to another account (even TLP).

Are they are not working do to an issue with the service or did they just stop offering it?

The party line is it broke due to a change and they haven't fixed it, but it's a pretty easy fix so my speculation is they want to implement a better method of making sure you can't transfer and sell.
