as Sic said, make sure you have Framelimiter setup, and Make sure you have your Roles set in group. and have your assist targeted when starting the mac. basic stuff that i'm sure youve checked, just adding my newbie suggestions. goodluck.
 
you have the assist percentage at 95, is the mob below that percentage, and the rogue still not attacking? I've also noticed that in-game if I have the background FPS set too low that my characters are much less responsive. I set the in-game fps on foreground and background to unlimited and use the frame limiter built into MQ.

framelimiter now will take priority of in-game settings.

setting up framelimiter will set you free
 
So was also thinking... I know, why would i do that?... Could it be the Mesh not rendered in certain spots? I've already noticed that if i render my Mesh and its in a sloppy spot where i've camped, it will act buggy. Move camp to a nice and rendered mesh spot and it seems to fix that buggyness.
 
This is the setting working well for me, running 6 chars on one computer. If you have seen different settings on one of sic's videos, you may should use those. If your pc is an older one, you may lower the value for rendering game scene in background. I see all my chars at any time, if you are alt-tabbing, activating "clear screen when not rendering" and disabling "render game scene" in the background will lower the needed ressources further.
