Problem - Problem on Quillmane Server

I started playing on the Quillmane emulator server, and I'm having an issue. Non of my characters will engage in melee or using their DPS entries right away, they wait a good 10 seconds or so before doing anything.

I have them set to melee at 95:

And my DPS on my casters is similar:

But once they mob hits 95 they still just stand there. And it seems to be a time delay, not a HP percentage. On easy blue cons, they might not attack at all before my tank kills it, but on bigger yellow and red cons they will eventually attack when it gets to 50% or 60%, usually around 10ish seconds in.
I've tried a few different things like using or not using MQ2melee, changing the CampRadius=, but nothing seems to work. And it affects all the characters, they all engage at the same time, about 10ish seconds after the fight starts.
But healing is ok, my healer will heal whenever I am low, in or out of combat, I have it set to minor healing|70 and as soon as I drop below 70 he immediately starts healing.

Any suggestsions?
 
Hate to ask but... do you have the roles setup: Puller, PullerTank, Tank, Assists all setup for each character yet?

AssistAt=98 (I know Sic recommends 99, but I like to give my tank at least a round or two of solid threat (AE especially with my SK))

UseMQ2Melee=1 (when you get better at editing your INI, most would turn this off =0)

Another question too. How many are you boxing and how many of those are on one install of Everquest? I have experience weird latency going past 3 characters per everquest install in the past.

anywhere from 6 to 40, 1 install

you should consider whitelisting your eq/mq/rg folders from file scanning (AV/defender) and/or file syncing like one-drive
