After trying P99 for a bit, and being frustrated by the single box IP restriction, I decided to go hunting for a good server that allowed a few box accounts, was "classic" with nothing past Velious expansion like P99. After weeks of searching I can report the following:

p99 single box limit is problematic with the lack of lower level groups to be found anytime outside of the weekend. There are active players but without serverwide communication it feels just as empty as other servers, unless you go to the ECTunnel.
Al'Kabor is an interesting throw back to PoP with an era correct client. However, the fact that it's an adapted Mac client makes certain things very odd.
Several other "classic" servers have many addons and exp modifers or GM enabled commands like #zone that take away from any sense of difficulty that classic EQ had.

My final landing place is EQ-Reborn

This server allows 3 box accounts, is enabled to Velious but WITH the RoF2 client and many of the quality of life like bigger bank space, X-tar window, etc.
This server DOES NOT approve of MQ use, though the current VV MQ does work on this client if you wanted to use it for very basic functions and not automate (risk of ban hammer)
They have recently added some Luclin/pop era AA's but currently plan to stay in Velious era.
Small population, but hopefully raising awareness can resolve that.

Downsides to EQ-Reborn:
Low population
No bazaar, not enough players to find anyone trading in ECTunnel (yet)
For some the newer UI maybe a turn off for playing this era content. I'm trying to get a velious style UI working with RoF2 - (any tips where to find one?)
.... that's it. I love this server.

If this sounds like it might be of some interest, check out more at eqreborn.net

Happy Hunting!

You can look at EQInterface for their history of patches to get one of the older skins appropriate to what you are looking for.

Otherwise searching the eqemu forums might be fruitful.

Thanks for the tip. I've been digging through EQInterface, but forgot to try previous versions.

You'll need the RoF2 client install and then download the few patch files rom eqreborn.net as well as delete a few files from the client that are listed in the getting started.

The EQReborn is listed in the normal eqemulator login server list (down in the white servers). If you haven't played on emulator servers before there are more steps like changing the EQ host file and getting the client itself.

What I did is copied my RoF2 install to a new folder named EQReborn and then modified the client that way I can keep playing on other servers when/if i want.

One you could check out is Project Gate. It's near the bottom of the list in the server select. Goes up to Velious. Brand new. Very low population. Uses RoF2. Lots of QoL improvements (map, bank and such). Allows MQ2. Can 6 box.
