You can buy level 2 with Red Cents and you can buy Red Cents with real money and you can buy level 2 with real money.
You can maybe get lucky and get in on the ***random*** Krono giveaway for Red Cents but the amount is not set and can change or you can buy Krono on other sites with real money but you cannot buy Krono on other sites with Red Cents
You can farm in game to earn plat with which to buy Krono, again in game, but you cannot farm in game to get Red Cents.

naw i have a few banked krono . many moons back people would buy a krono off you for their redcents if none for sale. at one point you could just straight trade krono for subscription time , which they then sold krono to fourm members for redcent like your seem to have random now but this was long ago wondered if people still did it .
